Short answer: yes. Mailchimp says non-subscribed contacts "are included in your contact total and count towards your monthly contact limit" (About Non-Subscribed Contacts).
Someone who gave you an email address or phone number but didn't opt in to marketing, for example by placing an online order or asking you a question. Mailchimp lists the common sources as a connected online store, an integration, a manual import, and emails forwarded to your Mailchimp Inbox (source). Stores that sync every customer can add a lot of them over time.

Mailchimp's own guidance: "If you only use your Mailchimp account for bulk email sending, you may find more value in archiving your segment of non-subscribed contacts. With a lower contact total, you might be able to downgrade to a lower pricing tier." (source)
Keep them if you use them. Mailchimp suggests including non-subscribed contacts in Google remarketing ad audiences, and they can receive transactional emails such as order notifications (source). Archived contacts can't receive anything (About Your Contacts), so archiving gives those uses up for the archived people.
Note that a contact unarchives themselves if they interact with your connected online store again (source), so repeat customers may reappear.
