If your Mailchimp contact total sits near a tier limit, a cleanup before the next billing date can keep the next cycle from picking up add-on charges. It often does not change the bill for the cycle you're already in, because Mailchimp prices the month on the peak contact total during that billing period (About Additional Charges).
On current plans, subscribed, unsubscribed and non-subscribed contacts all count toward your contact total; archived, cleaned and deleted contacts don't (About Mailchimp Pricing Plans). The Account Overview page shows how close you are to your contact limits and your monthly billing date (About Mailchimp Pricing Tiers).
Mailchimp calculates your monthly bill from your feature plan and pricing tier, plus the peak contact total during your billing period. Even if the contact total drops later, the bill reflects the highest number stored that month (source). Going over your contact or send limit doesn't stop service; you see an additional charge instead (source). More detail: peak contact total & additional charges.
Practical read: finish the cleanup early enough that the lower total sticks for a full billing cycle if you want the next bill to reflect it (About Mailchimp Pricing Plans also notes keeping a lower total for a full cycle to avoid future additional charges).

Will cleaning up my Mailchimp audience lower this month's bill? Often not. Mailchimp calculates the monthly bill from your plan and the peak contact total during the billing period, so the highest count stored that month still sets the bill even if you archive later.
Which Mailchimp contacts should I archive before the next billing date? Contacts that still count toward your contact total: unsubscribed and non-subscribed contacts, duplicates across audiences, and inactive subscribed contacts you no longer email. Archived, cleaned and deleted contacts already don't count.
Where do I see my Mailchimp billing date? The Account Overview page shows how close you are to your contact limits and your monthly billing date.
Do cleaned (bounced) Mailchimp contacts lower the bill if I archive them? No. Cleaned contacts already don't count toward audience limits, and Mailchimp says archiving cleaned contacts will not reduce your contact count for billing.
